Job description

As ICT Manager, you will be responsible for developing and implementing a state-of-the-art ICT policy in line with the strategy pursued by SCK•CEN as a research institution. You must ensure that the information technology systems in their entirety are operating effectively. Based in the Central IT department, you will manage the deployment of ICT resources throughout SCK•CEN for the performance of administrative processes and technical and scientific tasks. You will have responsibility for all operational activities undertaken within ICT. You will uphold cybersecurity and ensure it is embedded on an ongoing basis.

Middle management CSA and SCK•CEN

•You will play a constructive role in the expansion of CSA (Corporate Services and Administration) and SCK•CEN by providing input and submitting proposals to improve their effectiveness.
•You will respond to the expectations of and the questions posed by the Management Committee and the Director of the CSA.
•You will be in charge of coordinating the needs, opportunities and priorities with regard to ICT across SCK•CEN as a whole.

Implementation of strategy

•For you, innovation is not a hollow term. You will challenge your employees to be innovative on a daily basis.
•You will be in charge of proposing, presenting and implementing the short-term and long-term development strategy of the ICT organisation, including the necessary resources (both financial and human resources).
•You will advise the Management with regard to the development of suitable technologies and infrastructure to enable the institution to achieve its strategic objectives.
•You must ensure that the recommendations from the IT audits are implemented correctly and you will take the actions necessary in order to uphold cybersecurity.
•You will ensure a high degree of customer satisfaction, such that all employees of SCK•CEN are able to access suitable ICT resources and receive effective support that fulfils their expectations.

Required qualifications

•A Master’s degree in Engineering Sciences, a Master's degree in Information Technology, a Master’s degree in Business Studies, specialising in Information Technology.
•Proven management skills and sufficient technical IT experience
•A minimum of 3 years’ experience in a similar position
•Experience in project management and human resource management, preferably in an ICT environment involving a large-scale network (> 1000 devices)
•Proven experience in strategic and operational management
•Organisational skills commensurate with the management of an ICT department and for monitoring the use of ICT throughout a business organisation
•A people manager with the ability to provide coaching to a varied team of staff
•A change manager who is capable of exercising the level of diplomacy needed in order to engage with a diverse range of target groups
•Knowledge of Windows 10, Windows Server, Microsoft Exchange, SQL Server, Microsoft Office Products
•A knowledge of or interest in business applications such as SAP ERP and OpenText ECM.
•In addition, a knowledge of the terms that are used, such as: ITILv3, PRINCE2, ISO 27k, Agile/Scrum, GDPR, will be a plus.
